Mad people in general and perseption of them

I've got an email from a friend today with this story. In short, the pseudoartist from Costa Rica, his name is Guillermo Habacuc Vargas, exposed an old dog in the Managui gallery (Nicaragua). This dog had no food and no water and died. The visitors did not care. Moreover, the guy was promoted for the "dying exponate" to participate in the Bienal Centroamericana Hondura 2008.
