Ok, Belpalivagaz (Beltopgaz, or maybe Beloilgaz in English?) wins as it gets gaz at lower price, but Beltransgas has lower income due to Russian and Belarusion gaz policies. So negociations are taking place at the moment... And president decree is needed, he he he. It's so funny that for Gazprom president decree is a garantee.
